Current assessments and tax bills for individual properties can be see here. Tim Radloff is the Chief Appraiser/Administrator, and he can be reached at 806-762-5000 or by email.  LCAD provides services to both property owners and the taxing units within its jurisdiction.  LCAD provides the property assessed value, issues the annual property tax bills, receives payments for property taxes, processes Homestead Exemptions, and considers protests and appeals.

Ronnie Keister

Ronnie Kesiter

Ronnie Keister is serving his fourth term serving the citizens of Lubbock County as the Tax-Assessor Collector.  Ronnie has been very active in the Tax Assessor-Collectors Association of Texas (TACA) by serving as Director, Internal VP, External VP, past-President, and Chair of the Legislative Committee.  He has also served as the DMV Liaison Committee Chairman for TACA and is the recipient of the 2021 TACA Distinguished Service Award for his outstanding service over the years. In 2020 he was awarded the Independent Award for his leadership and independent spirit by the Texas Independent Automobile Dealers Association (TIADA) for his work during the Covid-19 pandemic.

Ronnie is an Associate Member of the Lubbock Area Republican Women, the Lubbock Lions Club, a deacon at Trinity Church, and is an active member of the Trinity Booster Club.

Ronnie is a graduate of Lubbock Christian University.   He and his wife Heather have been married since 1999.  They have three children:  Emily, Georgia Kate, and Jackson.  Heather is an engineer with Freese and Nichols, Inc., with both P.E. and CFM designations.

Frequently Asked Questions

What should I do if I need a replacement license plate or registration sticker?
You may obtain replacement plates and registration stickers at the Lubbock County Tax Assessor-Collector’s Office. If you are replacing license plates you will need to remove the registration sticker from your windshield and bring it with you. The fee for replacement license plates and/or a registration sticker is $6.50.


How can I obtain handicap placards or license plates?
Texas residents may obtain two permanent placards, or one permanent placard and one set of plates displaying the international symbol of access. There is no fee for permanent placards, and they are issued for four-year periods. There is a $.50 fee to exchange regular issue license plates for ISA license plates. Customers wanting to exchange regular issue plates for ISA plates must bring in the registration sticker for the vehicle the plates will be added to. Temporary placards are issued for six-month periods and are $5 each placard. To obtain placards or ISA plates your physician must fill out and notarize the Application for Persons with Disabilities Parking Placard and/or provide a written prescription. How do I obtain personalized or other special plates?
You may apply for personalized and special plates at MyPlatesCustomers may apply for collegiate and military plates at the Lubbock County Tax Assessor-Collector’s Office. You can find applications for these plates at MyPlates. Additional information may be required prior to issuance of the requested special plate.

 

I sold my car. What should I do? 
It is recommended that the seller and purchaser come into the Lubbock County Tax Assessor-Collector’s Office to transfer the title for the vehicle. If that is not possible, the seller should complete the first assignment on the back of the Texas title and a bill of sale for the purchaser. The seller should also complete the Vehicle Transfer Notification (VTR-346), however, submission of this form does not transfer ownership.

I am a licensed Title Service Company with the Lubbock Tax Assessor-Collector's office. Where is the form I use to submit transactions? 
Licensed Title Service Companies are required to submit a completed Title Service Transaction Form to the Lubbock Tax Assessor-Collector's office with each transaction. You may complete this form electronically or with a pen and paper. Previous versions of paperwork will not be accepted after January 2024.

I lost the title to my car. How can I obtain a replacement?
You may obtain a certified copy of your Texas title by either visiting your local TXDMV Regional Service Center by appointment or completing the Application for a Certified Copy of Title and mail it to: TxDMV, 1601 Southwest Parkway, Suite A, Wichita Falls, TX 76302. If there is a lien on the title, then additional information may have to be gathered.

 

I am receiving toll bills and parking tickets for a vehicle I have sold. What should I do?
Most likely the purchaser has not transferred the vehicle to their name. You can complete a Vehicle Transfer Notification (VTR-346) and mail it to the address on the form. However, submission of this form does not transfer ownership.

 

How do I renew my registration by mail?

I just moved to Texas. How do I register my vehicle in Texas?

I purchased a vehicle. What should I do now?

Visit TxDMV to determine which forms you will need to complete to register your vehicle at the Lubbock County Tax Assessor-Collector's office. Texans who buy a used vehicle from anyone other than a licensed vehicle dealer are required to pay motor vehicle sales tax of 6.25% on the purchase price or standard presumptive value (SPV), whichever is the highest value.  Click here for the SPV Calculator.

Military personnel and their families should consult TxDMV if you have an existing vehicle registerd in Texas to find instructions on how to register your vehicle in Texas. Permit Office

The Lubbock County Tax Assessor-Collector's office, hereafter referred to as Permit Office, will oversee the permitting of all Lubbock County game rooms. You may send your questions to gameroom@lubbockcounty.gov and allow ample time for a response. We will respond as quickly as possible.

I am an Owner, Corporation Partnership or other Business Entity. What do I need to do?
1. Go to the Lubbock County Sheriff's Office, 801 Main Street, Lubbock, TX to the Sheriff's Work Release & Inmate Property Office (located on the north side of the building), Monday-Friday 8:30am-11:30am and 1:00-3:30pm. Take one valid government issued photo identification (driver's license, passport, citizenship card, etc.) and $10.00 cash (they will not accept checks, credit cards or make change). Contact 806-775-1400 if you have fingerprinting questions. You'll bring one copy to the Permit Office for your appointment.
2. Make an appointment with the Permit Office. There are no walk-ins, applicants will be seen by appointment only. When you arrive for your appointment bring documents that have been typed with original signatures. There are no walk-ins, applicants will be seen by appointment only.
* Bring a typed GFR001 with original signatures. This form requires a notary, the Permit Office does not provide this service.
* One copy of the fingerprint
* A color photo of the building where the business is physically located
* Allow one hour for the appointment
* Valid US or state issued photo identification and social security card(s)
* Bring a $1000.00 form of payment (cash, check or credit card are accepted)

3. A background investigation will be accomplished through IDS after your application is received by the Permit Office. You will receive a link via email and cell phone text to give you detailed information and payment options. (Sections 2.1b5 and 2.1b3vi).
4. You will be notified regarding the outcome of the investigation. If you are approved, you can make an appointment here to pick up your badge (allow 5 minutes for this appointment). Bring in a typed, and signed, GRF005 Authorized Employees with the names of all the employees who will be working for your company.
5. At the conclusion of a successful application process a one-year permit will be issued to the game room. This permit must be prominently displayed. It shall be the duty of any owner or employee of a game room to keep posted or displayed within the game room in plain sight in a common area accessible to the public without having to enter a controlled area of the business a current game room permit. (Section 3.3a).

I have an employee who is no longer employed. What do I need to do?
1. Make an appointment with the Permit Office. There are no walk-ins, applicants will be seen by appointment only.
2. Bring in a typed, and signed, GRF005 Authorized Employee Form that has been updated with the name of the employee who is no longer employed and bring their badge.

I am an Employee Applicant. What do I need to do?
1. Go to the Lubbock County Sheriff's Office, 801 Main Street, Lubbock, TX to the Sheriff's Work Release & Inmate Property Office (located on the north side of the building), Monday-Friday 8:30am-11:30am and 1:00-3:30pm. * Bring a $50.00 form of payment (cash, check or credit card are accepted)

Who is subject to a background investigation and fingerprinting? (Sections 1.4b, 1.4d and 1.4h)
The applicants include a corporation, partnership, other business entities, employees and owners. Non-licensed TxDPS officers are also subject to a background investigation and fingerprinting.

Game Room Hours of Operations (Section 3.2a)
A game room may operate between the hours of 10:00am to 11:00pm, Sunday through Thursday, and between the hours of 10:00am and 2:00am, Friday through Sunday morning.

Fees and Forms of Payment (Sections 2.6a and 2.6b)
The Permit Office will accept cash, check (made payable to Ronnie Keister) or credit card.
New, or renewal, permit per game room - $1000.00
Employee application - $50.00 each

Grounds for Applicant Denial, Revocation or Suspension
The Permit Office shall have the authority and power to initiate a proceeding to deny, remove or suspend a game room employee application, and/or badge, if one or more of the following events or conditions have occurred. See Sections 2.2d, 2.2e and 2.3 of the Ordinance for details (available at the top of this page).

Grounds for Game Room Denial, Revocation or Suspension
The Permit Office shall have the authority and power to initiate a proceeding to deny, remove or suspend a game room application, and/or certificate, if one or more of the following events or conditions have occurred. See Sections 2.2a, 2.2b, 2.2c and 2.3 of the Ordinance for details (available at the top of this page).

How do I request a hearing to protest a denial, suspension or revocation, for an employee, an owner or a game room permit?
1. Download the Request for a Game Room Hearing form and type all the requested information.
2. You can return the completed form via email, gameroom@lubbockcounty.gov or in person at the Permit Office (all contact information is at the top of this website page) by making an appointment. There are no walk-ins, applicants will be seen by appointment only.
3. You will be contacted by a representative of the District Attorney's office.

Important Dates (Section 4.4)
February 28, 2025 - The Permit Office began processing appointments.
May 1, 2025 - Ordinance enforcement begins, and all approved permits are to be in place. This is the last date to submit an application for a pre-existing business.
May 2, 2025 - Only one new application can be accepted in Precinct 2. Section 3.4 of the Ordinance clarifies distancing and location restrictions.

Pre-existing Businesses (Section 3.4d)
Game rooms in operation since before March 1, 2025, are exempted from the requirements imposed by subparagraphs (a) and (b) of Section 3.4 of the Ordinance, so long as the game room remains in continuous operation at the same location. Additionally, a game room in operation at a particular location before the establishment of a residence, school, public or private youth center, or a playground, public swimming pool or video arcade facility, general residential operation operating as a residential treatment center at a nearby location are exempted from the requirements imposed by Section 3.4(b) of this ordinance so long as the game room remains in continuous operation at the same location.
